“If the state refuses to increase the capacity of care facilities, refuses to invest in improving the quality of nursing care, and refuses to grant the elderly and disabled the disability benefits necessary for them to afford around-the-clock care they require, what does it do? Mainly one thing – the state allows, and in fact, encourages migrant workers in the caregiving sector. Why does it do this? It has “good” reasons.”
