It is not concern for the welfare of elderly patients which drives the request by manpower agencies to let them increase the number of migrant caregivers they bring to Israel each year, rather it is concern for the company’s income – the majority of which comes from high brokerage and placement fees they charge for each new migrant worker that enters Israel. This constitutes an entire well-known “industry” that despite being illegal, remains uninterrupted.
