Parliament committee asked to reject proposed regulations for the employment of workers by manpower agencies by: Kav LaOved
On June 21, 2010, Atty. Era Golan of Kav LaOved appealed to the Chairman of the Labor and Welfare Committee, MK Chaim Katz, in a request to reject the Regulations for the Employment of Workers by Manpower Agencies in their current form. The appeal was made on behalf of the Forum for the Enforcement of Worker Rights for the meeting of the Committee today, June 21. The committee is supposed to confirm the draft regulations brought by the Ministry of Industry, Trade & Labor.
In its letter the Forum stresses the high rate of fundamental violations of worker rights by manpower agencies in the services industries, and requires higher collaterals from manpower companies providing security and cleaning services - industries where the most disadvantaged workers are employed, earning salaries bordering on the minimum wage.
The Forum suggested increasing the collaterals which were required in 2009 for getting a license to work as a manpower agency in the security and cleaning industries, while at the same time creating an accessible mechanism for the confiscation of those collaterals in the event of an infringement of worker rights.
The Forum further recommended that the head of that mechanism be the head of the Office of Labor Law Enforcement.
